What does it mean to dream people keep holding you up?
A frequently reported variant, and the detail that matters is that nobody is doing it deliberately.
Somebody stops to talk, a queue does not move, a person walks slowly in front. Dreamers describe frustration and describe being unable to say anything about it, which puts a share of these with the speech-failure material.
Almost nobody in these reports asks to be let past. That is the refusing finding: evaluation is largely offline, so the obvious move does not occur, and the dreamer waits instead.
It is the crowd structure applied to a deadline, and the pushing-through-a-crowd scenario describes the same thing: no hostility, no obstruction meant, and no progress.

Noticing that you never asked is usually the most useful thing to take from it.
Where it is harder
Frustration at people who did nothing is the residue, and it occasionally survives waking.
Worth asking yourself
Did I ask to get past? Was anybody obstructing me on purpose? Did I ever arrive?
