What does it mean to dream you cannot reach the deck of a ship?
A distinct and quite confining report: the dreamer is trying to get up and out, and the route does not deliver them.
Stairs that arrive at another corridor, doors onto more interior, a level that should be the top and is not. It is the staircase-building failure with a strong reason to succeed attached.
Where breathing or water is involved the reports move towards the drowning and breathing material, and the physical causes there are worth ruling out first.
Otherwise this is the blocked-route family: the roof with no way down, the shop with no exit, the corridor that does not end.
