Like watching someone fall, this is a helplessness dream rather than a fear dream, and the two are reported by many of the same people. What varies is whether you went in, and reports split roughly evenly between those who did and those who found they could not move.
If you could not move, the being-unable-to-speak-or-move entry is the closer match, and the sleep paralysis material may be relevant.

The impulse to go in is present in almost every report. Whatever this dream is, it is not about not caring.
Where it is harder
A dream about someone drowning is not information about that person. If you are genuinely worried about them, that worry is the thing to act on, not the dream.
