Dreaming about not being able to reach the surface
What does it mean to dream about not reaching the surface of water?
The surface is visible, sometimes close, and you cannot get to it. Reports of this version consistently describe seeing light above, which makes it a dream about distance rather than about darkness.
Structurally it belongs with the other effort-without-result dreams: running in slow motion, shouting with no sound, reaching for someone who is falling. A body issuing commands that are only partly answered is one of the most recognisable signatures in the whole dream vocabulary, and it has a plausible physiological basis in REM atonia.
That does not tell you what your dream was about. It does tell you the shape is common and is not a sign that anything is wrong with you.
Where this reads well
Almost nobody reports this dream ending in drowning. It ends in waking, in surfacing, or in the scene changing.
Where it is harder
It is genuinely distressing, and it recurs for some people. If it recurs, group it and record what changes rather than re-reading the same meaning each time.

Could I see the surface? What was stopping me: weight, distance, something holding me?
