What does it mean to breathe underwater in a dream?
The inversion, and one of the more remarkable things dreams do. You are submerged, you should not be able to breathe, and you can, and in most reports the discovery is calm rather than alarming.
This is worth separating from drowning entirely. The image is shared; the experience is close to opposite. People describe curiosity, ease, sometimes delight, and a distinct moment of realising the rule does not apply.
It is also a frequent trigger for lucidity, for the obvious reason: the impossibility is noticeable, and noticing it is the whole technique.

Where it is harder
Little to flag. If it turned to panic partway, record where the turn happened. That is the interesting part.
