Light rain is described calmly, sometimes as pleasant, and frequently with a sense of relief. Heavy rain is described with urgency, and the reports shade towards being unable to see, unable to get anywhere and unable to get dry.
Those three are obstacle content rather than weather content, which places these closer to the fog and crowd material than to anything about rain. The downpour is the mechanism by which the dream stops the dreamer getting somewhere.
Dreamers rarely report being cold, which fits the general finding that dreams reproduce temperature poorly.
