What does it mean to dream you cannot move your tongue?

During dreaming sleep the muscles are switched off, so the intention to move the tongue returns nothing at all. That accounts for the sensation without needing anything about mouths.

Where it occurs on waking with genuine immobility, the sleep paralysis material applies instead and explains it fully.

The reason to keep this scenario separate is that people regularly report it as a mouth problem rather than a speech problem, and sorting which it was points at entirely different explanations.
