The characteristic report is running that goes nowhere. Dreamers describe full effort producing no speed, or legs moving through something thick.
Heaviness is described consistently and specifically, and dreamers frequently say their legs felt weighted rather than weak.
Feet that stick to the ground, or that will not lift, are a variant of the same and occur most in chase dreams.

Positive readings

It is also a strong dream sign: legs that will not work is unambiguous, and noticing it can produce lucidity.
Difficult readings
This is one of the more distressing dream experiences precisely because it occurs during pursuit, when moving matters.
Dreamers frequently describe waking exhausted, which is worth knowing is ordinary.
Psychological perspectives
During REM sleep the body is atonic: motor commands are generated and not executed. The dream issues the command to run and receives no feedback that anything happened, and the experience of that is exactly what dreamers describe.
That single mechanism explains the legs, the grip, the voice that will not come, the punch with no force and the gun that will not fire. It is the most economical explanation in the whole database.
The reported heaviness may also draw on real sensations from limb position or pressure, which the incorporation literature supports.
Cultural and historical
Feet carry strong significance in a number of traditions, including specific rules about showing the soles, removing shoes, and washing feet as an act of service or humility.
Those are live practices rather than symbols, and they change what a barefoot dream means to a dreamer considerably.
